Mingachevir State University is a public university located in Mingachevir, the fourth biggest city of Azerbaijan. MSU, established in 2015 (on the basis of Mingachevir Polytechnical Institute founded in 1991), is a higher educational institution with study programs and research addressing Economics and Management, Engineering and Education. It has 3 mentioned Faculties with 31 specializations and 10 Departments operating within them.
The current number of the students is about 5000, including Undergraduate and Graduate levels MSU has 375 academic and administrative staff.
MSU is fully applying European Credit Transfer System (ECTS). All education system and the students’ knowledge and assessment are carried out according to the ECTS.
Closing (Ongoing Projects and Key Expertize):
International cooperation is included in the list of main priorities of MSU. The University has been actively participating in a number of international projects since 2013 (including International Credit Mobility and Capacity Building) within the Erasmus+, which include exchange of students and teaching staff as well as strengthening specific areas by applying knowledge and practice gained at European HEIs.
MSU is currently collaborating with leading universities from Türkiye, Ukraine, Lithuania, Sweden, Portugal, Czech Republic, Slovenia, Estonia, Spain, UK, Russia, Kyrgyzstan, Kazakhstan, Poland, etc.

MSU is the first Azerbaijani regional university who became a coordinator of the Erasmus+ project. Namely, MSU is a coordinator of Erasmus + Project titled “Enhancing Sustainable Entrepreneurial Ecosystem in Higher Education of Azerbaijan” (ENGAGE). The consortium of the project includes 11 local and 5 European universities.
In recent years, much progress has been made in the fields like strengthening the University infrastructure, improvement of training process, application of the advanced teaching instruments and modern research methods.
Currently, the main strategic goals of MSU are set as follows:
- To become a New Age University;
- To make MSU able to contribute to overall sustainable development of Mingachevir city and its surrounding region;
- To bring MSU in line with capital-based universities.
