The Competency-Oriented Curriculum Model (COCM) represents the academic backbone of the GreenTech Horizons project. It is a modernized, competency-based educational architecture designed to respond to the twin green and digital transition across Neighbourhood East, Central Asia, and Asia.

Built through a structured, multi-phase methodological pathway (policy analysis → competency framework development → course mapping → prioritization → CDP & LDP design), the model ensures direct alignment between:

  • EU and global transition priorities
  • Labor market needs
  • Institutional capacity development
  • Practical, industry-relevant learning

At its core, the curriculum integrates academic modernization with laboratory reinforcement, combining the Course Development Plan (CDP) and the Laboratory Development Plan (LDP) into one coherent learning ecosystem.

Following consortium-wide ranking and validation, 10 courses were selected to form the academic core of the model:

Together, these courses cover green technologies, digital transformation tools, strategic management, entrepreneurship, governance, and sustainability-driven project delivery — forming a balanced and interdisciplinary “Talent Triangle” of competencies.

Integrated Laboratory Development

The Curriculum Model is reinforced through the Laboratory Development Plan (LDP), which modernizes and equips laboratories across partner universities with:

  • AI edge devices and IoT infrastructure
  • Environmental monitoring systems
  • Digital twin simulation toolsž
  • Smart city and renewable energy modeling environments
  • VR/AR systems
  • Sustainable prototyping technologies

This ensures that theoretical knowledge is immediately translated into real-world experimentation, prototyping, and applied innovation.

Implementation & Impact

The model will be implemented across eight higher education institutions, harmonizing standards while respecting regional contexts.
